In 1973 the USA were not exporting anything to Cuba and certainly not manufacturing anything for the Cuban Market. The Label is like the ones just before the embargo in the early 60s.
If Manufactured in Cuba it would retain none of its Bourgeois Capitalist pretensions. (Certainly no USA copyright)
Perhaps it was manufactured by the CIA and dropped into the country by parachute as an anti Castro statement! (So could be rare).
Alternative it may be pressed only for US sailors in Guantanamo Bay with Port of Amsterdam plaid to death.
Quite happy to be wrong and will catch next flight to Havana to browse their record stores for more DB pressings while smoking a fat Romeo and Juliet.

agree that it's fake. "Grabado En Cuba" means Recorded in Cuba. and the Bowie/Sorrow font is too modern. doesn't add up.

So this copy of "Sorrow" seems to have been made so as to clearly mislead people and make big money! I have now looked at the sellers history and found that he also sold the "Let's Spend The Night Together" Colombia: Velvet 510281, I listed on missing singles here about a year ago. So that must also be a fake?
